2020 HEERF Fund and CARES Act Disclosures
CARES Act Quarterly Budget and Expenditure Reporting Disclosure (October 26, 2020)
On March 27, 2020, Congress passed the Coronavirus Aid, Relief, and Economic Security (CARES) Act, providing roughly $14 billion to institutions of higher education. Azusa Pacific University was allotted $5.4 million through section 18004(a)(1) of the CARES Act. APU signed and returned the Certification and Agreement form for HEERF funding. Of the $5.4 million, half ($2.7 million) was intended to be used for direct cash grants to students and the other half was allocated to schools to use for institutional support. Additionally, as a Minority Serving Institution (MSI), APU also received a grant of $442,000 under section 18004(a)(2) of the CARES Act. This could be used for either institutional needs or direct students assistance, or a combination of both.
In keeping with federal disclosure requirements, APU is posting the October 2020 Quarterly Budget and Expenditure Reporting (QBER) Form (PDF). This form reflects cumulative expenditures for the Institutional Aid portion of the CARES act and the MSI grant portion over the period from when the funds were first awarded through September 30, 2020.

CARES Act Distribution Online Disclosure (October 8, 2020)
On March 27, 2020, Congress passed the Coronavirus Aid, Relief, and Economic Security (CARES) Act, providing roughly $14 billion to institutions of higher education. Azusa Pacific University was allotted $5.4 million through section 18004(a)(1) of the CARES Act. APU signed and returned the Certification and Agreement form for HEERF funding and intends to utilize 50% of the total funds (\$2.7 million) to award as direct cash grants to our students who experienced additional expenses as a result of COVID-19.
The CARES Act pertains to students who were enrolled in an on-campus program prior to the shift to remote learning and who are eligible to receive federal financial aid. The 2019-20 FAFSA application serves as verification of eligibility. Of the 9,000 APU students enrolled in March 2020, we estimate that approximately 6,500 meet eligibility requirements for a CARES Act grant.
As of October 8, 2020, a total of 2,682 students were awarded a total of $2,664,742. Award amounts were determined after analyzing all applications received and determining grant amounts based on student need, the scope of the COVID-19 expenses incurred, and the number of applications received. In order to ensure that funds were widely available to students, award amounts were capped at $2,500.
Students who were enrolled in an online-only program or who are ineligible for federal financial aid do not qualify for a CARES Act grant. If you are ineligible and experiencing financial hardship, you may apply for institutional assistance through the home.apu.edu dashboard.

Of the 9,000 APU students enrolled in March 2020, we estimate that approximately 6,500 meet eligibility requirements for a CARES Act grant.
On July 8, 2020, APU began making distributions of CARES act funds based after reviewing student CARES Act form submissions. In the initial round of disbursements, 2,339 students were awarded a total of $1,984,097. Award amounts were determined after analyzing all applications received and determining grant amounts based on student need, the scope of the COVID-19 expenses incurred, and the number of applications received. In order to ensure that funds were widely available to students, award amounts were capped at $2,500.
Students may still continue to apply for funding by completing the CARES Act Emergency Assistance Application.

APU signed and returned the Certification and Agreement form for HEERF funding and intends to utilize 50% of the total funds (\$2.7 million) to award as direct cash grants to our students who experienced additional expenses as a result of COVID-19.
The CARES Act pertains to students who were enrolled in an on-campus program prior to the shift to remote learning and who are eligible to receive federal financial aid. The 2019-20 FAFSA application serves as verification of eligibility. Students who have not filed a FAFSA, may still do so now to determine CARES Act funding eligibility. Of the 9,000 APU students enrolled in March 2020, we estimate that approximately 6,500 meet eligibility requirements for a CARES Act grant.
At this moment, APU has not yet made any distributions of CARES act funds. Students are encouraged to apply for funding, by completing this form by no later than June 15, 2020.
After the application deadline above, APU will analyze all received applications and determine grant amounts based on student need, the scope of the COVID-19 expenses incurred, and the number of applications received. We will begin disbursing awards to students shortly thereafter.
